If its causing Blue screen crash, its related to FireWire and not the install.
I am assuming your running the latest version of PowerSDR?
You can try running the "legacy" FireWire Drivers.

Latency is only related to the Panadapter Freeze issue. So if the Pan is freezing, its usually a hardware or driver issue But not related to a BSOD Since you say your Flex was working on your last PC, I would say its definitely a Motherboard/FireWire compatibility issue. I think your referring to the RFIO board (with the SO239 connectors)? If you go to Setup->General->Hardware Config, you will see a list of all the boards in the radio and their Serial# and Rev# I would assume swapping the RFIO would be OK, although you may need to do a Setup->Factory default.
